International Journal of Business, Law, and Education (IJBLE)

Official Website: https://ijble.com/index.php/journal/index

1. Peer Review Policy Statement

The International Journal of Business, Law, and Education (IJBLE) is committed to maintaining a rigorous, independent, fair, transparent, and ethical peer-review process to ensure the academic quality, originality, methodological validity, and scholarly contribution of published manuscripts.

All research manuscripts considered for publication are subject to editorial screening and external peer review by qualified experts in relevant academic disciplines.

IJBLE applies a blind peer-review process and assigns at least three qualified experts to evaluate manuscripts according to their subject areas.

The peer-review process is intended to improve manuscript quality, support objective editorial decisions, and maintain the integrity of scholarly communication in business, law, education, and related interdisciplinary fields.

2. Initial Editorial Screening

Upon submission through Open Journal Systems (OJS), manuscripts undergo preliminary assessment by the Editor-in-Chief or a designated handling editor.

The screening evaluates:

  1. Relevance to the journal's aims and scope.

  2. Compliance with manuscript formatting and submission requirements.

  3. Originality and significance of the research.

  4. Clarity of the research objectives and scholarly contribution.

  5. Appropriateness of the research methodology.

  6. Academic writing and presentation quality.

  7. Completeness of references and supporting documentation.

  8. Compliance with ethical requirements and authorship criteria.

  9. Potential plagiarism, redundant publication, or research misconduct.

Manuscripts that do not meet the minimum academic or editorial requirements may be rejected before external peer review.

3. Blind Peer-Review System

IJBLE implements a blind peer-review system designed to promote impartiality and independent scholarly assessment.

Manuscripts that pass the initial editorial screening are assigned to qualified reviewers with appropriate expertise.

At least three subject experts are assigned to conduct the review.

The editorial team manages communication between authors and reviewers through the journal's editorial workflow.

Reviewer identities and confidential review information are handled in accordance with the journal's established review arrangements.

4. Reviewer Selection and Assignment

Reviewers are selected based on:

  • Expertise relevant to the manuscript's subject area.

  • Academic qualifications and research experience.

  • Relevant scholarly publications.

  • Ability to provide an objective and constructive assessment.

  • Availability to complete the evaluation within the requested period.

  • Absence of significant conflicts of interest.

  • Compliance with confidentiality and publication ethics requirements.

The Editor-in-Chief or designated editor is responsible for reviewer selection and assignment.

IJBLE may appoint additional reviewers when specialist expertise or further independent evaluation is required.

5. Review Duration

IJBLE establishes the following review timeframes:

Initial Peer Review: Reviewers are normally requested to submit their assessment within two weeks after accepting the review invitation.

Review of Revised Manuscripts: Reviewers are normally requested to evaluate revised manuscripts within one week.

Extensions may be granted when reasonably necessary.

The journal states an average target of approximately four weeks from submission to publication. This period is an indicative target rather than a guarantee of acceptance or publication.

The actual processing time may vary depending on manuscript quality, reviewer availability, the complexity of revisions, and editorial requirements.

6. Manuscript Evaluation Criteria

Reviewers are requested to evaluate manuscripts according to the following criteria:

Originality and Novelty: The extent to which the study offers new findings, ideas, approaches, or theoretical contributions.

Relevance: Alignment with the journal's scope and significance for business, law, education, or related disciplines.

Research Problem: Clarity and importance of the research questions, objectives, and underlying academic problem.

Literature Review: Critical engagement with relevant literature and identification of research gaps.

Methodological Rigor: Appropriateness, validity, transparency, and consistency of the research design, data collection, and analytical methods.

Results and Findings: Clarity, reliability, and completeness of the reported findings.

Discussion: Depth of analysis, engagement with previous studies, and explanation of theoretical or practical implications.

Conclusions: Consistency of conclusions with the research objectives, methodology, and evidence.

References: Relevance, accuracy, quality, and appropriate acknowledgment of scholarly sources.

Research Ethics: Compliance with applicable ethical standards, research integrity principles, and responsible academic practices.

7. Reviewer Recommendations

Following manuscript evaluation, reviewers may recommend:

  1. Accept Submission: The manuscript meets the journal's academic and editorial standards and requires no substantive revisions.

  2. Minor Revision: The manuscript is potentially suitable for publication but requires limited improvements or clarifications.

  3. Major Revision: The manuscript requires substantial revision before a publication decision can be reached.

  4. Reject Submission: The manuscript does not meet the journal's requirements or contains fundamental deficiencies.

  5. Additional Review: Further expert assessment is necessary to resolve important questions.

Reviewer recommendations are advisory and do not automatically determine the final editorial decision.

8. Editorial Decision-Making

The Editor-in-Chief or designated handling editor evaluates the reviewer reports and makes a decision based on the manuscript's scholarly merits.

Editorial decisions may include:

  • Acceptance.

  • Request for revision.

  • Rejection.

  • Request for additional review.

Where reviewer assessments differ substantially, the editor may seek clarification or invite additional qualified reviewers.

The final editorial decision must be based on academic quality, reviewer assessments, publication ethics, and the journal's editorial standards.

Publication fees, institutional affiliations, personal relationships, and commercial considerations must not influence acceptance decisions.

9. Manuscript Revision Process

Authors receiving revision requests must carefully consider and respond to the reviewers' comments.

Revised submissions should include:

  1. A revised manuscript.

  2. A point-by-point response to reviewer comments.

  3. Clear identification or explanation of substantial changes.

  4. Supporting documentation where requested.

Authors may respectfully disagree with reviewer recommendations when they provide adequate scholarly justification.

Revised manuscripts may be evaluated by the handling editor, the original reviewers, or additional reviewers where appropriate.

A request for revision does not guarantee acceptance.

10. Confidentiality and Ethical Responsibilities

Editors and reviewers must protect the confidentiality of manuscripts and associated research information.

Reviewers must not disclose, distribute, reproduce, or use unpublished manuscript materials without appropriate authorization.

Reviewers are expected to provide objective, respectful, evidence-based, and constructive assessments.

Personal criticism, discriminatory statements, misuse of confidential information, and intentional manipulation of the review process are prohibited.

Suspected plagiarism, data fabrication, falsification, citation manipulation, and other ethical concerns must be reported to the editorial team.

11. Conflicts of Interest

Editors and reviewers must disclose actual, potential, or perceived conflicts of interest.

Reviewers should decline assignments when relevant financial, professional, academic, institutional, or personal relationships could compromise their impartiality.

Editors with relevant conflicts must withdraw from handling affected manuscripts.

Manuscripts submitted by editorial board members or individuals associated with the publisher must be evaluated under independent editorial supervision.

All manuscripts must be assessed according to consistent academic and ethical standards.

12. Use of Artificial Intelligence in Peer Review

Reviewers must protect manuscript confidentiality when using digital technologies or AI-assisted tools.

Confidential manuscripts, unpublished research data, supplementary files, and editorial communications must not be uploaded to unauthorized external AI systems.

Any permitted AI-assisted review activity must comply with the journal's confidentiality, data protection, and publication ethics requirements.

Reviewers remain personally responsible for the accuracy, independence, and integrity of their evaluations.

Artificial intelligence must not replace independent expert judgment.

13. Reviewer Independence and Editorial Integrity

IJBLE does not permit manipulation of peer-review processes, including:

  • Fabricated reviewer identities.

  • Fraudulent reviewer accounts.

  • Undisclosed conflicts of interest.

  • Coercive citation requests.

  • Unjustified preferential treatment.

  • Unauthorized interference with editorial decisions.

  • Reciprocal or coordinated review manipulation.

The journal may investigate suspected irregularities and take appropriate corrective action.

14. Appeals and Complaints

Authors may appeal editorial decisions when they believe that a significant factual, procedural, or scholarly error has affected the evaluation of their manuscript.

Appeals must be submitted through the journal's official editorial communication channels and include specific supporting reasons or evidence.

Where practicable, appeals will be reviewed by an editor who was not directly involved in the original decision.

Disagreement with reviewer recommendations alone does not guarantee reconsideration.

The journal will evaluate appeals fairly and in accordance with its editorial and publication ethics policies.

15. Transparency and Quality Assurance

IJBLE is committed to maintaining accurate editorial records and continuously improving the quality of its peer-review process.

The editorial team should maintain appropriate documentation of:

  • Manuscript submission dates.

  • Reviewer assignments.

  • Review reports and recommendations.

  • Editorial decisions.

  • Revision requests and author responses.

  • Final acceptance or rejection decisions.

Editorial and reviewer performance should be reviewed periodically to support timely, constructive, and independent scholarly evaluation.
